Scooby-Doo and the Revenge of the Abominable Doctor Phibes You jest, but I would actually watch a movie where Phibes tries to take over the world, and the government recruits Shaggy and Scooby due to their previous experience with him and the Gang is either roped into it or they get kidnapped by Phibes (if they want to make it an S&S solo adventure with a B-plot for the others like in Goblin King). There's a very thin line between a spy movie and a mystery, the only differences being the heroes get in disguises rather than the villains, and the mystery typically has the fate of the world in the balance. But SCOOB, aka Hanna-Barbera: Infinity War, seems to be doing the same thing just with Dick Dastardly. So never mind lol

If there needs to be a mystery element, then Phibes can have a new henchman tracking the Gang who gets unmasked at the end like in Omelettes Are Forever

Solving these historical mysteries is easy , if the language is not mutually incomprehensible and they're not doing this They're the villain.

Shaggy looks more like Robin Hood. Also the Arrows should be gimmicky ones Shaggy designed after being inspired by an encounter with Green Arrow.
