They look like they might be early designs. The skeleton kinda looks like it might be from "The Scary Sky Skeleton," although that was from 1979. The magician looks a bit like the one in "Backstage Scooby," from The Richie Rich / Scooby-Doo Hour, but he wasn't ever in a cemetery.

But sometimes people sell cels with a random background from another show, it makes it more desirable to a buyer. And I'm pretty sure that skeleton was used, since this is a final color model. My first thought was that it's probably a less known, non main villain that just pops up in an episode briefly. Like the skeleton in 'Hang in There, Scooby-Doo'. I'll probably 30x speed skim through some episodes to check (this has become my technique haha).

It wouldn't be. This is dated 1980, so is in an episode from 1980 or 1981. This is also the final design model and the sky skeleton looks quite different. When making an animated show, every character that appears on screen (however big or small and obscure) has a color model made (which is what this is). So it's not automatically a main villain from an episode. It's probably a brief side character that could just be on screen for seconds.

I have never seen a design with green eyes otherwise, but it's possible that HB wanted to further use the design in other episodes, kids books, etc. The timeline would set it at season two of the Scrappy-Doo show, right? A skeleton is likely featured in another episode then, such as coming out of a barrel for a second to scare the gang or something.
