Since Cartoon Network has decided to not show any new episodes of SD:MI until the next decade, I guess we need the fill in time to answer perhaps the most important question in this series short history.
I'd lean to the friend part, but what nags at me is what he did (1) in the Alice May episode, where in order to help The Gang along in trying to locate the "missing" members of the original Mystery Inc., he participates in the kidnapping of a student, which when last I checked, was a wee bit wrong, and (2) participates in stealing some historical documents from Darrow University's library to present to The Gang in "Shrieking Madness". I'm pretty sure that's a tad illegal as well. That type of "help" would bother me a little.
As for who he is (I'm guessing it's a he, but see below), most posts I've read here and elsewhere seem to indicate he's Fred's dad, the mayor. I'm leaning toward Mr. Fruitmeir, myself. ;D Recall when Velma pointed out while searching on the Internet on him that he came out of nowhere to start his business. Suddenly the guy's successful with his concoction? Possible, sure, but it seems suspicious. Also, add to the well-known fact that in SD, many of the villains (? with Mr. E) are people one would never suspect (while of course, there are some who are quite obvious) doing the deeds. The goofy clown Friutmeir would be the absolutely last person who'd be on anybody's list to be Mr. E, so in true SD fashion, he should be first on it. ;D
Others have speculated Fred's missing mom as having something to do with Mr. E. After "Cicada Calls" with its voice synthesizer villainess, I suppose it's possible. Or she could be deceased...
