The on-brand answer for me would be Don Knotts, but given he's sadly not an option I'll pick Sheriff Stone.

Maybe these rejected characters along with a redeemed Scrappy (given there have been previous attempts to bring him back and if WB realizes their mistakes from the 13th Ghost movie) could make it into a future HB movie if the universe thing is still happening.

It would have been cool if they had all the Wacky Races cars in the movie somewhere. What's funny is that HB/WB doesn't actually fully own those characters because the original show was a co-production. This is why Dastardly & Muttley are randomly given different names in some HB stuff and only a handful of the original characters appeared in the Boomerang reboot.

I've heard there's apparently a Laff-a-Lympics comic out there where Dastardly meets Dread Baron, who's said to be his brother or something. I believe it was the final one, though my knowledge of that comes from a secondhand source and I've not seen it myself.

Yeah, I suspect whatever deal HB made with Heatter-Quigley/MGM doesn't extend to comics because DC's Wacky Raceland comic uses the full original cast whereas the reboot could only secure 6 characters from the original show.

Not related to the poll, but it seemed like this is where this topic best fit. It's been interesting to see the concept art and storyboard animatics that Behind the Scoobs has been posting on Instagram. The original concept of this was clearly a very different movie, and I feel some of what they've posted kinda explains how we got to the finished product.
The original film not only had a lot more focus on Hanna-Barbera, but the animatics they've shared tell us that there originally was a mystery in the film, which would have involved a zombie doctor named Dr. Bandersnatch. The concept art that's been shared looks pretty dark and scary for kids, so that may have been why it was removed. An animatic was also shared by the account confirming that the culprit was Meryl Streep. After she's caught, she goes on a rant calling the kids "dumbasses" and references "the munchies," which means the film was very likely going to have a PG-13 rating (there were some other mature lines, such as Jabberjaw mentioning consent at one point). The film also was much more based in Greek mythology, but that was almost entirely removed for the final product, other than the Cerberus stuff at the end. A lot of the ideas from the original concept still appear to be there, but much of it was toned way down so that it would appeal to a younger audience.
