In your opinion which Scooby-Doo series is most overrated and which one is most underrated or under appreciated? I'd love to know why

Overrated - What's New, Scooby-Doo? Underrated - Scooby-Doo and Scrappy-Doo (hated by many in retrospect because of Scrappy of course, but still had full good-quality eps)

Underrated - Scooby-Doo and Scrappy-Doo (hated by many in retrospect because of Scrappy of course, but still had full good-quality eps) I agreee Scooby Doo & Scrappy Doo gets unfair hate as it still has the full gang and the fun addition of Scrappy with the half hour mysteries. I'm surprised you said What's New as it's my second or third best

My Most Overrated:
Pup Named Scooby-Doo: This series is super funny and very unique. Even thought it's more kiddie and part of the babyfication trend it is a blast. The neighborhood of Coolsville, the gang, and side characters are all fun and over the top.
New Scooby Doo Mysteries: This series may have the best theme song, its awesome. It also features both mini and full mysteries. But the highlight are the full mysteries featuring Fred and Velma, with classics like Nightcracker Scoob and Ghost of Ancient Astronauts
My Most Overrated:
13 Ghosts of Scooby-Doo: Though it's different, besides Vincent Van Ghoul I don't like the differences. You get annoying Flim Flam, annoying Bogel and Werd, no mystery, and no Mystery Machine
New Scooby Doo Movies: I love these episodes, especially Batman and Globetrotter ones. But people often forget how padded, long, and unfunny these hour long episodes can be, sometimes with not that great guest stars

My most overrated:
The New Scooby and Scrappy-Doo Show: That series helped me regain interest in the Scooby-Doo franchise since Daphne returned to the show after a three-year absence.
The New Scooby-Doo Mysteries: The theme song was quite fitting for 1984, with a party-style theme. Plus monsters and creatures dancing in a line in a Michael Jackson's "Thriller" motif. And while Daphne had been slightly modified (bare-legged instead of traditional pink pantyhose), there were many great episodes in that incarnation.
I seriously don't know why Scrappy gets a lot of hatred, especially when he did help save the Scooby-Doo franchise from cancellation by ABC. I never did care for the seven-minute segments that aired between 1980 and 1982, but it was entirely due to lack of Daphne. She was eye candy to me.
My most underrated:
"The 13 Ghosts of Scooby-Doo" - more because it is not true to traditional Scooby-Doo material. Plus Daphne's hairstyle was not the same, and her wardrobe changing to pants and high-heels is not my cup of tea. Her updated hairstyle reminds me of Debbie from Speed Buggy. Though I like Debbie more than the updated Daphne.
"A Pup Named Scooby-Doo" - more because I am not a fan of original characters being made more juvenile.
"Be Cool, Scooby-Doo!" - Awful art. Plus the characters appear more laughable, it isn't even funny.
"Shaggy and Scooby-Doo, Get a Clue!" - Worst art. Words cannot express it.

I agree with New Mysteries and New Show, they both of some really good episodes. Plus the mini mysteries and Fred and Velma gues starring mix it up. I agree with 13. I would say Get a Clue is universally hated so it can't be overrated. Be Cool and Pup I really like and I think they are actually undervalued

Honestly I would have preferred if Shaggy and Daphne had wore their classic outfits in The 13 Ghosts of Scooby-Doo. Their redesigns are my only problem with that series. Plus they should have kept the original mystery machine, but otherwise I like the format of the show.
As for New Mysteries, my only dud is Fred appearing in the sherlock holmes episode along with the Christmas episode. He didn't really serve a purpose in those episodes, at least in my views.

BCSD is most underrated. People don't give it a chance and just say it's bad because of the art. SDMI is way overrated. It's not even Scooby. I also think SDWAY is overrated.

Overrated would have to be TNSDMovies or APNSD. Don't get me wrong, they are enjoyable but the first is way too long with far too many fillers and the second didn't have as wide of an intended audience as Scooby normally does.
Underrated is certainly TNSDMysteries. Quick, fast action full of pop culture references- it was certainly something new but it worked well. The music (some of which admittedly was first developed for the series previous to it) is captivating and memorable. The mysteries are short but a lot happens in such a short time. Conspiracy theories (such as ancient aliens building temples) are embraced, which to my knowledge was a new thing for a Scooby show. All in all, I think it's a great series yhat should come to DVD so that more people can enjoy it.

As far as overrated goes I'd have to go with What's New. The show in itself was ok, but what made What's New Scooby Doo is how historic it was for Scooby-Doo. After the Scrappy-phase became infamous, it was a question if Scooby-Doo could recover. Everyone considered WAY to be the best, and if there's a definitive high point it means there's lots of low points. The way it was done, was probobly the best way to introduce a new generation to something that happened forty years ago. The best thing to come out of WN was the movies after/during it. Cyber Chase, Aloha, and Pirates Ahoy are some of the best Scooby movies, and even ones that weren't good during this time still did well. I have my problems with Witch's Ghost and Alien Invaders, but I think we can all agree 2002 was awful, and yet it was good in the long run; I wouldn't say it's underrated, but hear me out. You have to remember the issue with loosing Casey Kasem, and the pressure of trying to re-cast such a definitive character. Casey would leave Shaggy permanently in '09 but because of WN there was enough time to figure out who could success him. 2002's casting was chose from recent horror films (obviously Buffy, and in this case Scream.) without 2002 there'd likely be no Mathew Lillard. We'd probobly have Scott Innes instead, and you know you don't want that. What's New bought enough time to figure out how to revive such an old brand. What's New saved Scooby-Doo, and you have to appreciate it for that.
The most underrated series to me is The Scooby-Doo Show, because it ultimately lives in the shadow of WAY. Most will get turned off by Scooby-Dum, and even I can admit it's a little odd. However, having another dog in the show was pretty brilliant on paper. During early development of WAY the dog in the show was in question a lot, but they were either to be a big coward or a small bruiser. You can put two and two together, and needless to say scrapped ideas were used later. Most scenes with Scooby-Dum end up depicting him like a clone of Scooby, an exaggeration of Scooby, or just an idiot. I think if Dum's parts were more independent of Scooby, he'd work tons better. Some of the monsters are iconic like the 10000 Volt Ghost or Tar Monster but most of them are weird and forgettable like Disc Demon or Old Iron Face. Obviously there's the Classic 1920 ghouls too like The Headless Horseman but there's a lot less of them here. The mystery aspect feels a bit more clear here than compared to WAY. TSDS has more suspects, and the clues are more subtle. It still has chase scenes and comedy bits, but there's less time spent on them. It's almost like a third season of WAY. It was the start of the Scooby-relative craze that killed the vintage era, but on it's own it does a fair job of using the Scooby-Doo formula in a way that keeps you entertained.
Both series were pretty mediocre, but marked important parts for the Warner Bros IP. I don't think What's New is awful, even though it brought about the "Shaggy is a stoner" people. It's loved for the stylistic touch, which can be seen in everything from the soundtrack to the pace of the plot. The Scooby-Doo Show has lots of flaws that keep it hidden, and the distance we keep from it is earned. It's half shunned with the rest of the Scrappy-phase and half praised as a classic, and it's criticisms are for the most part justified. Both of them are over and under valued, but rightfully so.

Overrated?
Scooby Doo MI- Every poll it's picked as a fan favorite, it had it's good moments, ironically I'm not exactly a fan of it. As someone said in this thread, it wasn't scooby.
Scooby Doo Where Are you? HA Original, started everything. Does not mean I have to like it.
13 Ghosts of scooby doo but I love it, it's a favorite of mine.
Underated
Be Cool scooby Doo, Animation backlash and I'm not a fan of it for many reasons sorry folks.
Shaggy and scooby doo get a clue, I liked it LOL.
Scooby and Scrappy, don't get the scrappy hate honesty, I didn't mind him as it went on.

Overrated is New Movies, WNSD and MI...i realize that WNSD is the one most people can actually agree on being good but it's nothing too extreme from the norm for the first two...the latter well it's my opinion of live action that i could do without in animated form.
Underrated 13 Ghosts- nice concept...too bad Fred & Velma never got the chance to meet Flim Flam or be ghost busters...even if Velma couldn't tolerate more than 5 seconds of it. Get A Clue...i really didn't mind the arc and seeing Shaggy slightly braver again but something about super scooby snax just sounds really odd. New Mysteries= this is my favorite version of the show...everyone was on even footing...even when Fred & Velma returned. No one was useless and it even seemed as if Scrappy helped Daphne & Shaggy to be more confident and independent.

i think a lot of you guys are mixing up underrated ( which a positive thing) and overrated (which is a negative). setting aside Where are you (the original and imo still the best ) and Get A clue ( which ranks with Arabians knights as the worst Scooby incarnations ever) I would have to say: Underrated new Scooby mysteries yes it had only 7 minute shorts, but we saw classics like nutcracker Scoob, Showboat Scooby brought us the last of the Scooby relatives in Dixie ( you notice most of the scooby clones are guys, right?) and the theme song is a hoot. overrated Whats New In many ways just copied where Are You, without making enough of a difference to make it unique

Overrated: Mystery Inc (check this out! first serious scooby, with drama and stakes, woo! im now interested in scooby-doo!) What's New (but I like it because of modern takes) WAY ("because it be da OG" reasoning)
Underrated: Be Cool (a LOT of people dismiss because of the art)
