I have a friend that is interested in getting into Scooby-Doo and I was wondering what are the best episodes or movies to show a newbie to get them interested?

IMO What's New Scooby Doo wouldn't be a bad place to start for episodes. Start at episode 1 and proceed from there.
The films are a bit more tricky due to the range they cover. Cyberchase, Camp Scare and Big Top wouldn't be bad places to start.

Probably will begin with What's New, thought about Mystery Incorporate after if she likes it

Definitely the Mook Animation films for introductions. This way they can learn that sometimes monsters are real but generally not always. Then I would follow this arrangement Pup, WAY, New Movies, SD Show, Be Cool, WNSD/GAC (includes films that are of this nature), 13 Ghosts for logical character development. The remaining stuff can be viewed whenever.

Newcomers will need a nice ease into Scooby Doo. Zombie Island is an amazing movie but you need the context to get it well. (also Billy West Shaggy is a bit odd). Lots of people are suggesting Camp Scare, which isn't too terrible but has the same issue. Too much is going on in Camp Scare for you to not know the gang previously. I would totally evaluate seeing an episode from one of the series before a movie that way they aren't turned off by something like Reluctant Werewolf or confused by something like Witch's Ghost. As for a series, It's probobly best to start classic. Where Are You seems cliche to say but I think that's well on the money considering everything else has weird guest stars or Scrappy. The revival series are nice, but might reference classic stuff that your friend might not pick up on. Best of luck getting them to nerd levels.

For a new viewer, I would start out with showing them the shows which feature Scrappy so they get use to him from the start but mostly 1979, 1983-1985 content and the late 1980's TV movies. I would skip the 1980-1982 shorts.

Start with "A Clue for Scooby Doo" from "Where Are You"
