An odd phenomenon concerning Scrappy's recent references.

OK, So there’s a strange little pattern I’ve noticed here. All of the Scrappy bashings involve mystery inc, but not all at once. (With the possible exception of An Evening With The Scooby Gang) In each one, there are two members of Mystery Inc. Scrappy cameos/is referenced/is mentioned. One member of the gang takes it in stride. The other gets very upset and shushes the other one.
In the first, It’s Velma and Daphne. Velma is the calm one and Daphne is the agitated one. She runs away screaming at the sound of his catchphrase. Velma runs after her and tells her to stop.
Velma: It’s just Scrappy-Doo!
Daphne: (Upset) I know!

Six years later, the gang is at an Interview. Fred is telling the interview about how they had a sixth member of mystery inc. Shaggy takes the role of the agitated one and screams, “Like Fred, I thought we weren’t supposed to talk about Scrappy!”
Fred: “Relax, Shaggy, I was talking about the mystery machine.”

In the final scenario it’s Fred and Daphne. Fred is the agitated one, Daphne is the calm one.
Daphne: Oh, I remember-
Fred: Don’t look at it Daphne. We promised never to speak of him again. Ever.

It's safe to say based on the results of these instances the writers intended to disparage Scrappy, but even so, why didn't have both involved react badly to Scrappy? Wouldn't Velma have been unhappy at the sound of Scrappy as well (Instead of sounding slightly irritated with Daphne), and Fred be offended or alarmed at Shaggy thinking that he meant Scrappy and thus bringing up (He sounds very chill as he says, "Relax, Shaggy.") Or wouldn't Daphne get upset immediately at the sight of the Scrappy statue at the beginning of the Siren's Song, instead of having to have Fred remind her "Not to speak of him"?
I'm not complaining if some of mystery inc. can act rationally about Scrappy, but either way it is a little strange, you have to admit.
