I don't know, he is better in What's New Scooby-Doo? Yah. There have been a few episodes he's tricked them with Scooby snax.

Bribing Scooby and Shaggy to be bait with Scooby Snacks is just part of the show. Daphne and Velma also do that.
I wouldn't say Fred is mean. He is just the leader of the gang, so he occasionally directs others with what to. I never found him to be bossy or mean.

He is more bossy in the 4 live action films. In the series, he was never mean.

I don’t know which movie it was in, but I recall one scene where they are in the Mystery Machine, Shaggy and Scooby are getting rowdy in the back or something, and Fred yells back at them to stop, that he will turn the van around. When I first watched this scene I was shocked, I was in disbelief. Fred would have never reacted that way in anything animated. Just one more thing that is different with Mystery Begins and Curse of the Lake Monster. And just one more contradiction adding to how these two movies do not make sense.

See in the original Fred was very much the leader, so he liked things done his way. The only person he wouldn't give out to was Velma as the two were general on equal footing, though she was occasionally ahead of him.
I don't think he ever did it out of spite its clear in other episodes he loves Shaggy, Scooby and Daph.

Fred just has enough charisma that no one really wants to argue with him although he does seem a bit bossy in the live action films. It's been shown that even if Daphne,Shaggy and Scooby don't like some of Fred's orders...they'll gladly go along with it, although i'd like to see Daphne be bait for once, but then again you'd have fans calling foul if she ever did be bait.

One of the reasons why I don't like this character. Scooby, Shaggy and Daphne work better when they're alone.

At my previous job I was promoted to team/project leader, one of the tings the head of the section I worked in said was that all the people in the team I had worked with for years, well they were no longer my friends, the relationship between team and leader is different than between peers. As a manager you have all the disciplinary and other stuff to deal with so you need a degree of distance. When I was asked to give my assessment of one team members performance I knew that it would be part of the picture that would lead to them being dismissed, you have to be dispassionate about this, I'd worked with the guy for years but I had to put that aside and give my verdict.
Now, it isn't quite the same with the gang, but as leader there will be a sense of distance if you are the leader in any group, but that's why he wears the Ascot.

Because there's a dangerous criminal on the loose who needs to be stopped before he gets a chance to kill any of them. Shaggy refusing to pull his weight with the traps give the crook more time to run wild.
