Have you ever noticed that they re-use old sound effects for villians?
For Example: The Creeper's roar (Jeepers, It's the Creeper) is re-used for a ghost (Sandy Duncan's Jeykell and Hydes).

I have noticed that too. The mummys roar in Scooby Doo and a Mummy too also sounds like big foot's roar in Scooby Doo meets Laurel and Hardy.

Generally, back then Hanna-Barbera had a pretty famous stock sound effect library. So this apparently included some of the monster sounds. Unfortunately, the sound effects were mostly abandoned by the time "What's New, Scooby-Doo?" came around (though many of the old ones did get used one last time in "Scooby-Doo and the Monster of Mexico".) The problem was that apparently Warner Bros. Animation thought Hanna-Barbera's sounds were too "cartoony" and "outdated" (some of them may even have vinyl pops or tape hiss on them by now!) so they went and used their new Foley stage to create new, "realistic" sound effects that make it sound less like a cartoon and more like live-action ("What's New" also used Treg Brown's old Looney Tunes sound effects, which do not belong in a Scooby-Doo production, regardless of what animation department is doing it.) However, Sound Ideas does have the Hanna-Barbera Sound Effects Library available for professional use. It's pretty pricey though ($500 is the regular price, but for this summer as of posting this, it's on sale for $250), because this is a "royalty-free" sound effects collection (meaning when you buy it, you are also paying a one-time fee which is part of the library's price, meaning you can use the sounds in any of your videos, audio productions, web sites, stage productions or any other "production" of some sort without having to pay royalties each time! www.sound-ideas.com/hb.htmlI have this sound effects set myself, and I love using it, especially on my YouTube videos. Worth every penny.
