Probably that phantom with the ax from Haunted House Hang Up, because you could see his legs, it didn't look scary at all.

I agree, most if the villains from a Pup Named SD. When I first read the question, I thought of the cheese monster just like spankydoo said!

Yes, I thought of the Cheese Monster at first too.
I also agree with the villians from A Pup, they seemed to be more on the silly/comical side.

Pretty much anything from Pup They really were all pretty cheesy from that series. Maybe they made them like that because the gang were kids and they didn't want any of them to be scary.

I still really enjoyed the Pup series, it just is not my favorite because i really look forward to the mosters, ghost etc. and the pup series to me was a let down in that area. It really does add to the more kid/fun of the series though.
