It can be presumed that they're 18 and in their senior year of high school in Scooby-Doo! Mystery Incorporated. They have the prom in "The Legend of Alice May," and Fred and Daphne had planned to get married in "All Fear the Freak," which likely wouldn't happen unless they were about to finish up with high school.

That's an interesting question. I had a Scooby comic/magazine as a kid with information about the gang. It had different ages for everyone, with Shaggy and Fred being the oldest (17) and Velma being the youngest (15). Daphne was in the middle (16), and Scooby was 7 years old.
I always assumed that they were the same age and class (based on APNSD), and I think their age is changing from series to series. On some occasions, they must have been older than high school students. For example, in the first DTVs, they must have been in their early or even mid-twenties, considering that they have jobs and all. That can also be said for Shaggy in the scrappy movies. And then there is the WNSD era. They travel a lot abroad, plus Velma is taken to an archaeological project in Egypt, so again, they must have been in their late teens or early twenties. Finally, there is SDMI, as you said, and some other movies like Moon Monster Madness. What parent lets a high schooler make a dangerous journey to the moon? They are old enough to make this decision, which probably indicates they aren't high school students.
They were high school students in the early series, though, as it was said in SDWAY. There are also some modern projects, like Beach Beastie, where Fred has homework to do and that's it.
It could have been cartoon logic, but really, they aren't students for most series and movies. And don't let me start with Scooby's age and dog biology. My personal estimation is from 10–11 (APNSD) to the mid-20s (24–25) in Zombie Island, etc. And in the most media, 17–20 years old. Let me hear your opinions on this interesting matter.

These are not canon ages, just my interpretations for the four humans and I view them all as the same age. There honestly might be some canon thing that proves these wrong but it is just what I go by:
