Help identifying this Scooby Doo villain

I can't figure out who this villain is. It is standing to the left and just below Daphne. She is on far right above palm tree. Light green arms and legs and darker green fur on head, shoulders, feet.
Wearing a even darker fur covered sleeveless garment with a belt.  I should ask about the green and purple ghosts above Daphne's head as well if anyone know.s

For the life of me I can't figure out who this villain and from what episode? Thanks so much!!!!!

That is the Kabooki Beast. It's a bit of an odd one in the sense it's not from an episode or film.
