I did discover that the Boomerang stream has many of the episodes of Scooby-Doo and Guess Who?, but the Cher episode was excluded. Why is this? Could it be for the same reason why "The Secret of Shark Island" from The New Scooby-Doo Movies never got released to any stream nor home video?
EDIT: I did discover on another thread that the Cher episode did get released to the Season 2 DVD set of the Guess Who series.

They never posted the last 11 episodes on Boomerang for some reason; they're only available on HBO Max.

And given how they've lately been removing a lot of animated shows aimed at kids/families from HBO Max lately as tax write-offs, the Boomerang streaming service could really use some love/attention now. Maybe even upgrade the shows or movies still using old worn-out TV prints compared to HBO Max having HD re-masters (like the 1980-83 Scooby and Scrappy-Doo stuff).

EDIT: I did discover on another thread that the Cher episode did get released to the Season 2 DVD set of the Guess Who series. The original Sonny & Cher episode was released on "The (Almost) Complete Collection" set for The New Scooby-Doo Movies on Blu-Ray back in like 2018 or 2019. It's only missing the The Addams Family episode. "The (Almost) Complete Collection" was also released on iTunes and I think it's on Amazon video as well. The new Cher solo episode isn't on Boomerang along with 11 other "Guess Who?" Season 2 episodes. The reason? WB hates updating their app. They uploaded 15 of the 26 episodes and then stopped well over 2 years ago at this point. However, as you mentioned, it was released on the Season 2 DVD set. And it was also aired internationally years ago in several countries.
