It really depends, when the writers focus on team dynamics and interplay between the characters he's a main character, when it's just him and Scooby goofing off for slapstick then he's main but to the deteriment of that episode/DTV/whatever. Often his antics seem to just be used as filler to pad out the running length rather than moving the story along. Filler? What would call Fred and the girls back in the older shows when they focoused more on the two? Besides we've had tons of Direct to DVD movies that have focoused on Shaggy. Not to mention the Shaggy and Scooby solo spin off's. The latest after Velma which won't have Fred and the girls in it. The question of filler is when his and Scooby's antics serve no purpose but to pad out an episode.

I think it depends on the variation, maybe not in Mystery Incorporated but I'd say he was the main character in the Scoob timeline, the Mystery Begins timeline and the 2002 live-action timeline. Considering those are all the theatrical releases and he's had multiple of his own shows outside of the gang it's probably fair to say him and Scooby are the main characters
