100% dead at HBO Max. If it's continuing, it's because it has a non-HBO Max home paying for it. Perhaps merchandise deals. I see it has fresh trademarks by Hanna-Barbera, so perhaps it's moving over to them as part of a potential output deal package.
Not Scooby-Doo related, but a similar thing has happened with Snowpiercer. Cancelled in the US but will finish post-production for Netflix internationally.

So it seems they're planning on moving the show to another service than HBO Max. Similar to "Batman: Caped Crusader" I presume, which is similarly shopped around, it was announced a few months ago.

There is still a chance it can move to a different network. This is true, and we should be hopeful. It's not only a preschool-aged show (which are super profitable, look at something like CocoMelon), but it's also based on a very beloved, primarily kid-friendly property. However, just because it's being shopped around right now doesn't mean it'll get picked up. For one thing, the last time children would've been exposed to a fully kid-friendly Scooby show would've been Be Cool. Velma is clearly not for children, and Guess Who was locked behind streaming app exclusivity, both on Boomerang and HBO Max. So toddlers right now aren't exactly clamoring for Scooby-Doo content. And speaking of Velma, that's the other reason why it may not get picked up. Networks might not want to associate with the Scooby-Doo franchise while Velma is garnering it so much negative attention. I just hate this situation so much.

It shouldn't have been news to anyone working on the show, if an executive producer on the show was happy enough to tell me back in August that the series wasn't going to air on HBO Max.
WBD blocked a global distribution deal for this series (and at least three other upcoming shows) on Disney+, which is why it's now dead.

Jaybee and Milly were told by Roger in private that it's DEAD dead. The deadline was on March 3rd and nobody acquired the distribution rights youtu.be/N88487Kqs-Q

If that's the case, then The Powerpuff Girls, Foster's Home for Imaginary Friends and The Amazing World of Gumball are likely also dead-dead too.
Warner Bros. Discovery didn't allow Hanna-Barbera Studios Europe to broker a Disney+ deal for them either, and I think it’s basically confirmed now.

The most insane part is that fans WANT TO PAY TO SEE THESE. WB needs to do some major budgeting or something. The Mystery Incorporated fan pilot did exceptionally well and there's obviously a demand for Scooby content.
