I am wondering why there has been no DVD release of "The New Scooby and Scrappy-Doo Show" nor "The New Scooby-Doo Mysteries" to date? Is it because people hated Scrappy so much, they refuse to see him on DVD?

Probably something more mundane like a copyright issue, or they've lost the masters.

They've released 7 of the 1983 episodes on various compilations over the years, and they're all in iTunes and Amazon. They've released 10 of the 1984 episodes on various compilations as well, but never a complete series set. I'm imagining it is because the other Scrappy Season 1 / Richie Rich Scooby-Doo Show Volume 1 / 13 Ghosts DVDs did poorly with sales and WB is worried about losing money by releasing another Scrappy DVD, unforunately. Hopefully they'll be released someday.

Actually, no. There were some episodes that were 11-minutes and only one part, "Showboat Scooby" being one of them. "Where's Scooby-Doo?," "Wedding Bell Boos," "A Halloween Hassle at Dracula's Castle," and "Sherlock Doo" are the only two parters on that list, which would make 31.

Scooby doesn't have many female relatives, Ma Doo, Ruby, Scooby Dee and Dixie are it, and The latter two only appeared once

Because there is only so much back catalog material that will be guaranteed to sell in large numbers. The remaining Scooby series are on that list that will do better numbers that a large percent of the rest of the HB/RS/MGM library. Scooby at his least popular is still going to sell better than some of the lesser guys on their best day. They are going to stall out as many of these as possible.A few get out every couple of years but you can't really guess which one is going to be next.
The Boomerang streaming service also complicated matters because they wanted dibs on having some older material that was not already available on dvd. I imagine work to bring most of those series to dvd are already finished, but they are stalled out until the Boomerang app's period of exclusivity has ended.

They released the first Scrappy series on DVD, so Scrappy is most likely not the reason.

Instead they have actually been replaced with these four episodes from The New Scooby and Scrappy-Doo Show: Scooby and The Barbarian No Sharking Zone Scoobygeist Quagmire Quake Caper So these episodes are all on a DVD release, but I'm guessing it's UK only? The replaced episodes are High Rise Hair Raiser Chiller Diller Movie Thriller Vampire Bats and Scaredy Cats No Face Zombie Chase

I have heard that some of the episodes are different in the UK. It's odd that they'd choose to release unreleased episodes in the UK only, but it's also a shame for you guys that you don't get "The Chiller Diller Movie Thriller," that had also never been to DVD before. Hopefully WB will release these episodes in the US someday, and release Chiller Diller for the UK!

I'm still under the impression Warner doesn't wanna touch the majority of at least the '84 episodes because of how badly H-B's primitive digital ink and paint work has aged.
