I know mask of the Blue Falcon says it's Mister Hyde/Willie the Weasel but I feel they got that wrong. He didn't make enough of an impact.

Red Vulture was hinted at in DC's Damian and Superboy crossover. It makes the most sense too as Red and Blue are commonly opposites in persona.

I would probably say the Gimmick as well, though it's been forever since I've seen the series. He seemed pretty arch-enemyish and was the toughest to capture, whereas the Red Vulture seemed much less dangerous (I think it was just a guy wearing a cheesy vulture mask that didn't even cover his whole face, if I remember right).

I had to vote Mr Hyde. Like it or not, he's BF's most prominent villain to date.
That said, there really isn't enough BF/DM material to really clarify an archvillain. A shame really too, as HB could make so much more use out of them.
