Funky Phantom, Tern Angels, Speed Buggy and Jabberjaw have the most potential seeing as they got a nod in Mystery Inc. I'm going to say Funky Phantom if refocused on "American Revolution mysteries" would be a good idea instead of "real ghost scares knockoff away"

Think about it, they could come upon a dead body somewhere and then solve the murder.

I think a Jose & the Pussycats cartoon has the most potential for a revival. Just make the bad guys a little more threatening, update the music, and add ongoing character arcs. I think keeping the formula of the HB cartoon but adding humor closer to the live-action movie could make for a successful show. Also, this might seem like a weird comparison, but I think the new DuckTales cartoon provides a good model for how to do a modern Josie cartoon. It still has the same spirit of adventure as the original but with raised stakes and more fleshed out characters.
I would also like to see The Funky Phantom revived but as a dark satire of American history. Something closer in tone to Mark Russel's Flintstones comic.

Captain Caveman, because my mom loves Captain Caveman. Speed Buggy, because a lot can be done on the intelligent car thing with self driving cars becoming a thing in real life. Although honestly all the Scooby clones could be brought back and done well with the right creative team behind it and some honest effort to make something good. But for my money? Captain Caveman and Speed Buggy.
Maybe they should do a series of DTVs for a few years, with each one being about a different mystery solving team? You know, to bring them to the attention of younger viewers and seeing if any particularly stand out.

I think it's a possibility one of the other groups (or more) may pop up in Guess Who in order to test their actual afterlife in new productions. (As I've said before older dvd sales doesn't always equate to wanting new material) But there are two things going on that might merit some consideration.
1. Warner Bros Television has two current tv shows licensed through Archie Comics currently ongoing. Some people wondered if this increases the odds of seeing a new Scooby/Josie crossover in the future.
2. We know Bunnicula is ending after it's third season is over. Some people are wondering if Maxwell Atoms is going to be staying with WB Animation on another project after. He's an admitted HB fan and likes a supernatural style. He might be one of the better choices to reboot some of the other meddling kids, and he might be free soon.

Captain Caveman and The Teen Angels could be more proactive against villains and take advantage of the fact that they started out as a parody of Charlie's Angels.
The Chan Clan would work better if the episode focused only on Charlie Chan himself and Henry, Stanley and Suzie.
Goober and the Ghost Chasers if revived could stand to not use the same guest stars in almost every episode. My big problem with the original Goober is that those obnoxious Partridge Family kids hogged the spotlight in almost every episode.
Is there really a way to make Inch High Private Eye work? Maybe if they'd start off by explaining how he came to be only an inch tall and had episodes where he would randomly grow back to his original size from before he shrank down.
Nothing really needs to be changed about Butch Cassidy and the Sundance Kids.

Very little about Clue Club needs to be changed.
Speed Buggy could use variety in the motives and plans of the villains. In the original every single villain was some kind of mad scientist or spy movie super villain that wanted to take over the world. Why can't the Speed Bugs ever solve ordinary mysteries involving masked bank robbers, counterfeiters, smugglers, thieves, or some guy trying to murder a wealthy relative in order to inherit said relative's fortune faster?

Given the highly charged 'enemy of the people' rhetoric coming from your president probably not a good thing right now.

While not really in the same league as the others, but i'm going to encourage everyone to keep an eye out for anything Jonny Quest related out of Warner Bros Animation.
The live action movie is still on tap. It wasn't on the list provided by the latest Variety article but clearly it mentioned them wanting to tap more into the HB brands for live action and animated features. We also know the original series is coming to blu from the Warner Archive next year.
I'm thinking odds are good Jonny Quest may show up in at least Guess Who. Unless they are waiting to reveal something bigger.
