Does anyone know? They must sell pretty well to release this many.

Oh yeah, enough to make it worth their while and for the likes of WWE and KISS to get involved. There are two ways of making a profit from selling stuff, selling few eye wateringly expensive items with a huge profit margin (like Apple) or shed-loads of cheap ones with a small profit margin. These DTV's cheap and are almost discardable products, you get them to keep the kids quiet for the journey/holidays/whatever and a few months later they are forgotten about. Or they are got as little extra gifts for Christmas/birthdays etc. They've brought the few hours of peace that you as a parent need so you don't have a psychotic episode. They can print a load, ship them out to the channel and watch the money come in year after year.
The figures themselves thought do seem to be a closely guarded secret for some reason.

probably because they dont want folks to know what profits they make on each dtv release.

Given how much they've added to the schedule and how more diverse it is getting, all the added promotion such as comic con premieres, and social media uploads, I would make the assumption WB is doing pretty well with them.
The fact they plan them out pretty far in advance for things that aren't big budget monsters is also a sign the model doesn't have much fear built into it.
One other thing to consider is WB seems to have upped it's perception of Scooby and other HB brands a lot in the last year or so, so the fact they seem them as more marketable now might also be a factor in why they keep coming out with more and more new dtvs, more and more classic collections and now even developing theatrical projects for them.

Didn't the most recent film not come on blue ray? Maybe they've been doing not as good lately o:

Scooby BluRays seem to always be in the 6.99$ bin at Walmart. The movie industry is having a hard time switching everybody to 1080p. What's scary is we have 4K movies but no medium to put them on because is's all so far behind. The funny thing? I still watch DVDs. Don't have a bluray player. I'm part of the problem.

The lack of bluray is far more an indicator of the lack of success of that format. Which currently only musters low 30s% of the market share of discs(individual weeks may be slightly higher or lower to the point of mid 20s, to low 40s but I doubt anyone considers any individual week a good measure most would probably judge via quarter to quarter or year to year), and quarterly peaked back in Q4 of 2013. (All according to Home Media Magazine)
They obviously still make money but plenty of dtv and tv items seem to be slowly stopping bluray releases. And the movie Strange Magic seems to be one of the first modern mainstream films to only have digital and dvd options.

Amazon just started taking preorders for Scooby doo meets KISS on bluray. The main reason why I've heard why "kid's" DTVs are hit or miss on bluray is that "Soccer Mom's" mini vans don't have bluray players...just DVD players. Which is why all these bluray pretty much have to include a DVD copy in the package. It doesn't surprise me that they do some of them as only DVD to cut costs.

I'm sure the other brand might give them a little more security in taking the risk. It's more than likely the reason why Stone Age Smackdown! and Rock and Roll Mystery have bluray releases yet Moon Monster Madness and Spy Quest don't.
