How did Gibby Norton keep avoiding Jail? He sabotaged race vehicles, kidnapped Simple Plan and caused danger at Cybergulch. Not to mention he exhibited stalker-like behaviour towards Velma. I'm not sure if he appeared after that, I would expect the theft of secret military technology would lead to the equivalent of him being 'detained at Her Majesty's pleasure'. I guess it helps that Velma is not afraid of him. So he kind of fails as a stalker. She just finds him annoying. Also he never intends to actually hurt anybody. That's why in my next-gen headcanon, Gibby would have gotten over his crush on Velma and matured enough to settle down happily with someone else. He's not even a real threat since nobody is afraid of him. He's just that culprit they reused when they were too lazy to come up with a new one. I think he's more afraid of her than she is of him.

The Headless Spector didn't even get a fine for disturbing the peace. He happened to be on his own private property.

some episodes had the criminals atone in different ways. like bad guys with the Haggerthorn Hall episode had to entertain the tourists.

This is pretty common, at least more so than in other Scooby series, in What's New. One of the gripes I have with that show.

What do you think happens to C.L Magnus after Frankencreepy? One question where the answer would help us figure that out is What did he do with the real mayor of that town? Did he murder him and usurp his identity?
