sigh have to rant on this a little
I've been a scooby doo fan since i was three, watched pretty much all the shows from first to last because they started showing the reruns on cartoon network from the first show through thirteen ghosts when i was a kid. (not to mention all the movies)
And i always enjoyed scrappy's character. My favorite thing is his hero worship of his uncle and complete obliviousness of scooby's cowardly nature. I know when they dropped fred, Daphne, Velma and showed three seasons of scooby, shaggy, scrappy shorts it annoys people now, but they were just fun for me. and when i was five the puppy power line was fun. (wish when he boosted ratings the first time they did not put a bigger focus on him and cut out the original three. it may have saved him from future hate)
So it gets to me, the current hatedom most of the scooby community has for Scrappy (yes i know including almost all the administrators for this site) and that Warner Bros. plays on it with the movie and current references on the show. Makes it much harder to just watch the new shows. (Which are good, whats new scooby doo was excellent, I love the movie series, and mystery incorporated has been great so far) and fan sites when i see the hatred for the puppy.

I find Scrappy to be very annoying, but have no problem with people who like him. I don't think bashing someone because they like Scrappy is appropriate. We all have our own opinions towards every aspect of Scooby-Doo, and I think everyone's opinion should be respected.

Scrappys father is never mentioned or named let alone seen. We know Ruby, scoobys little sister , was his mother. Funny how we never see her after Scrappy was born? perhaps she died shortly afterwards? and Scrappy was sent to her brother (his Uncle) for raising. Not a smart move, because Scoobys not really the fatherly type yet..

Now see, I never really hated the guy. I actually liked him and did like the older episodes with Shaggy/Scrappy/Scooby. I assume the hate came from those Velma/Daph/Fred fans, who were left out in the cold for a while.

I really like Scrappy sure he can be annoying but he had good intentions... and I still think that the first live action movie was a cheap shot by making scrappy the villan.

I like him, but I wouldn't like if every episode was Scooby, Scrappy, Shaggy, and Daphne.

I can take Scrappy in small doses. (pun intended) LOL! I also liked his unabashed adoration of his uncle Scooby.

Scrappy could have worked very well had either he be better written or was more of an occasional guest (like Scooby Dum). I have the feeling that the writers were just getting tired towards the end of that era of Scooby Doo. They were trying to introduce new life and options into the show but couldn't and didn't have the budget to do anything different. I've seen some of the Shaggy/Daphne/Scooby/Scrappy episodes that were really good, but the rest just hovered somewhere between meh and eye wateringly awful. That's the fault of the writers, not the characters though.
Simply saying 'splat' and 'puppy power' to a canned laugh track just doesn't cut it when you are on a show that had seen better days then. History hasn't been kind to Scrappy but that may have been more to do with the stories he was in that the character he was.

I love Scrappy! I'll admit I wasn't a fan for quite a while. But, he became too adorable to hate! I really hate Warner Brothers for casting him in bad light. He really deserves better, as he did save the Scooby series from certain cancellation.

I love Scrappy too
However it's more to point to say Cartoon Network is the part of WB with a scrappy problem. The only negative thing from WB as a whole without any CN involvement is the live action movie making him a villain. But even then that movie was written with the intention of poking fun at lots of fan suggested ideas, Scrappy "ruining the franchise" being one of them. So in the film they made him the villain out to ruin the gang. Whether people liked it or not, they did very much intentionally give Scrappy a main part in the film, and just like the franchise as a whole, Scrappy Doo had an important part to the whole whether we as individuals like him or not.
That being said, plenty of people always disliked him, plenty of other cartoon characters before and after him have done so before. But some people would paint a much more sinister story. Problem with that is knowing context would wreck a lot of their "points" straight out of the gate. Two of the major things i see often used as "proof" are his episodes being aired less or not being mentioned on dvds. Of course the former all goes back to CN and besides the fact it's 2014, WB is selling dvds of cartoons CN NEVER aired at all, which hammers home what they air means little to what their parent company wants to put out to the public. You can't really be hiding something that we could buy anytime we want to from them. And on the later, whether dvd packages show or mention Scrappy is inconsistent amongst Scrappy dvds and downloads themselves. Let alone if you count all the goofs on other dvd packages and menus that WB has. Do you really want to base your big argument on people who also had put Birdman instead of Hawkman on a DC dvd or for a little while sold a Yogi dvd mentioning "Ranger Tim" on the back? However in that case they too were neglected on the menus and backs of dvds but not all, so would the same people who use that to say WB hates Scrappy also use that to say WB hates Hawkman and Ranger Smith? You see how points such as these easily go downhill when you take a few minutes to scrutinize them with context.
I do see a bit more of people confronting some of those points on other sites though. I'm curious if more it has to do with more older people that never had a problem with certain characters just evening out the playingfield. I saw a post the other day on IMDB that basically gave a much longer drawn out explanation to what i posted but with more detail. I think it was on one of the scrappy boards, i was checking a bunch of cartoon board so i'm not sure off the top of my head which one it was.
Okay that post went longer than I intended but oh well some venting is sometimes fun, and maybe someone will learn something from it one day. Because Knowledge is Power!....wait wrong cartoon....i think i'll go get a scooby snack now. XD
