I also always found the Scooby-Doo Show ep The Ghost of the Bad Humor Man extremely boring. Now there is an unpopular one right there. Personally, I couldn't disagree with you more as that is one of my favorites of all time, but I certainly respect it My perception of it could admittedly be colored by the fact the ghosts are a rehash of A Night of Fright is No Delight.

Does that mean you hate some of the Be Cool Scooby-Doo/Guess Who reimaginings and "The Ghostly Creep from the Deep" too?

I myself don't like repeated linework. New imaginings is different.

I wish Ghostly Creep From the Deep used a different monster because the copied Redbeard was bad, but these were different enough to where they can just be seen as different colored ghosts. The green ghosts were iconic, but also can just be seen as normal ghosts as well

Sometimes a story will bring one back, but instead of pure rehashing - they'll continue the story from where they left off - those are much better instances.
The Globetrotters saved Ghostly Creep a little bit, though no, I wasn't much a fan of the white Redbeard.

Okay, so I've talked bad about some Scooby episodes... but this weekend I'm gonna marathon all the ones listed here that people don't like and see how I feel after watching them all together.

Gonna take me longer than expected but I'm slowly working my way through. I will say this: the Bad Humor Man episode is actually really good, and I think it may be the exception to reused villain designs being bad episodes. It usually feels lazy, and the plot reflects it as well, but in this episode, the phantoms have different voices, colors, and ambitions. One almost wonders if Creeps and Crawls purchased their green-phantom ones from the same costume shop. Not only that, but this episode likely set the tone for later "haunted factory" episodes such as the WNSD one set in the Scooby Snax factory. All-in-all, the reused design is forgivable in this one, if not actually a sensible decision.

It's one of the more well thought out episodes, so I don't think it feels nearly as lazy either
