Aren't "Monster of Mexico" and "Legend of the Vampire" the Where Are You movies? I mean, they did come out much later, but they feature the Where Are You cast (minus Don Messick, RIP), they brought back the Where Are You outfits, and they ditched the then-recent trend of real supernatural antics in favor of the classic Where Are You "man in a mask" resolution.
I would also argue that the live-action movie is a Where Are You movie, since it relies on the depictions of the Gang in that series.

Monsters Unleashed would like to have a word. Monsters Unleashed is way more "The Scooby-Doo Show"/"A Pup Named Scooby-Doo" and even "What's New, Scooby-Doo?" than "Scooby-Doo, Where Are You!" 1. Most of the monsters the Gang face in this movie (Pterodactyl Ghost, Skeleton Men, 10,000 Volt Ghost, Tar Monster) are from "The Scooby-Doo Show". 2. The Coolsville setting plus the clubhouse is totally "A Pup Named Scooby-Doo". 3. The Gang's outfits (particularly Fred and Daphne's), plus Daphne's whole "I like being a girl" scene are straight out of "What's New, Scooby-Doo"? And I say this as someone who much prefers Monsters Unleashed to Scooby-Doo 2002, but it's hardly a "Where Are You!" movie in the way the 2002 one is.

I agree about those two movies, along with the old art style and sound effects, and even remaking Ted Nichols's Scooby-Doo music in a modern flavor. As for the live-action 2002 movie, I also see it to be pretty similar to the early WBA direct-to-video animated movies. The whole thing about the gang splitting up after a mystery only to reunite some time later is particularly reminiscent of "Zombie Island". It also seems to have served some inspiration for "What's New, Scooby-Doo".
