There are indeed many ghosts said to haunt London Underground tunnels and stations e.g. the Faceless Woman of Beacontree Station and the ghost of an actor haunting Covent Garden Station
My idea for 2019 is simple: a non-crossover DTV movie, since the series full of crossovers is announced. I would also like a more serious series with an overarching plot, but because of Scooby Doo and Guess Who? I'll save this wish for 2020.

Might have to push the more serious series till 2021 depending how well Guess Who does, which I'm gonna assume that it gonna do well, because it seems like crossover are making them good money based on how many they keep making.
Honestly they could make a movie about anything and as long as it not another crossover you got me already excited.

Since at least one non-crossover movie is confirmed for 2019, I'll come out with a new idea - a video game.
The last major game - Scooby Doo and the Spooky Swamp was released in 2010 (or in the stone age, in terms of today's technology). It would be cool to join the Gang in a high quality game with modern graphics, suitable for children and for adult fans as well. The best release date would be 2020 - along with theatrical movie scheduled for that year.

I think it would be cool if there was a movie/episode similar to the Castle episode "The Lives of Others", i. e. at the end it would turn out that the whole mystery was staged as an elaborate prank (April Fools, birthday party, etc.) In "Where's My Mummy" it is implied that Velma has a sly/mischievous side when she orchestrated a Cleopatra hoax, so I thought she could pull something like that on Shaggy for the purpose of romantic teasing, with the help of Fred, Daphne, and possibly some other characters.
Such a plot could play with Scooby-Doo clichés and make the viewer believe at some point that the paranormal stuff is real, like in "Scooby-Doo on Zombie Island". For instance, Velma could lose/break her glasses and crawl on the floor looking for them, but then it would turn out she wore contact lenses and was able to mess around while Shaggy and Scooby didn't look. At another point Shaggy and Scooby could meet a whole crowd of monsters and say: "There are just too many of them, unless everyone is in on it, they must be real" - and then it would turn out that everyone really WAS in on it, etc.

Why? because they are the only characters nobody would suspect.

They could be pulling that hoax as a prank to get even with the rest of the gang for always dragging them into danger.

The best release date would be 2020 - along with theatrical movie scheduled for that year. I actually had an idea for a Scooby Doo video game. My idea goes like this, there are two modes story and multiplayer mode. Story mode goes with you making a character and becoming a part of the gang and you go through some of their past mystery's'. For example when the game first comes out there will be seventeen missions. Each mission is the entire first season of Where Are You and then post-release would be the release of other shows season.
Multiplayer plays a little differently. I imagine the game to kinda play like a survival horror like Dead By Daylight and Friday the 13th the video game. One person picks one of the villains from season one of WAY! and then the other players play as the gang. The villain has to either prevent the gang from finding all the clues and being caught or catch all the entire gang.
For story mode, the game will play like Outlast and will have you interact with the gang and you can make choices that can change how the events play out. The mission will always end like the episode, but dialogue options you pick while interacting with the gang could have different outcomes. You could be paired up with Shaggy and Scooby or Fred, Velma, and Daphne or by yourself. You could change your relationship, though you will never be hated by any of the gang.
For multiplayer, I imagine that the gang would have the same Outlast gameplay, but each character has a specific skill. Ex. Fred has the ability to make traps. The player who is playing the villain will have to hide the clues and protect them from being discovered. If enough clues are discovered, then the Gang are able to find parts around the map to be used in the big trap. This trap is used to capture the villain for good. The trap can be placed anywhere the player wants it to.
What do you think?

Very interesting idea! I've also had an idea of a game with player's own avatar interacting with the gang. It would be great! Multiplayer is also nice, but I think that survival horror is not very child-friendly

To date the games have been of the single-player platform/puzzle kind. I think your options are.
Single player top-down isometric. Think Pillars of Eternity, X-COM etc. You control all the members of the gang and navigate them through the game world.
Single-player first/third person. Here you control one member of the gang with the rest as AI controlled NPCs. You can swap between members of the gang as required.
N-person co-op. As above but with other players playing the other members. AI deals with those not controlled by players.
Multiplayer. Just don't go there.
The key thing is focusing on exactly what you want the game to be and then sticking with it.
And a 2020 release date is way too early. You might have an early playable alpha build then but for a release I'd go for 2022-2024. Yes software design and development takes a long time. As they say, Fast, Cheep, Good - pick two
