I'm adding information to the Scoobypedia board, and thought this place would be a good source of information.
From what I can tell, Mystic Manor is comprised of the mansion, the hedge maze, graveyard, and fishing village; along with the abandoned areas that are still on the property like the shipwrecks and secret areas. The fishing village is actually one of the more populated areas, according to the manual, "... which overlooks a small fishing village. The people from the village have all packed up there belongings and left town because the whole area has become completely taken over by... Yikes... monsters!" "Ever since the Mastermind showed up, there's not a villager in site, Now the fishing village is a mess..." I would also imagine lots of the hedge maze is usually inhabited due to the greenhouse, fences, and signs; maybe to just accommodate more looks for the mansion? "Professor Graham is not only a famous inventor, but he's also got quite a green thumb." The sea cliffs have man made things aswell, but it's alot less there, maybe it's used for mining?
Geographically speaking I've managed to get a few vague hints. With it being a manor, that implies it's somehwere in Europe or at very least the Old World. The architecture on the mansion seems gothic though, so I doubt it's asian/slavic/african regionally. We know it's located near the ocean, due to the Fishing village. Shaggy and Scooby make sea-food jokes during the beginning of the game's cutscene so there's that as well. Other than that though I can't find much of anything on it's geographic spot, and I doubt there's a specific location but more details would be nice.
