First off while you can have the random guidelines for balance that step is technically unnecessary because all you have to do is simply look at the shapes that make her up in a variety of her outfits and follow the direction of the lines. I will be describing how to do her WNSD design in this thread.
Daphne's head
1. Start with a curved line to right on your favorite media type (paper, photoshop, paint etc) which straigtens out where the left ear would be to form a portion of her hair.
2. Continue your line with small curves back to the left to form her bangs and close up the facial structure.
3. Then you should construct her face by using a small triangular line and dot for her nose, use appropriate sized ovals for eyes with circles inside for the irises, you can either fill the irises in black or let them be colored in blue or purple depending on which you prefer Daphne's eyes to be. I usually use the purple because it differentiates from Fred's blue. The mouth is constructed by the expression you want forming the teeth first. For example if you want a smile draw a half-circle like shape with the round part on the bottom under the nose, for a frown the round part would be on the top, trace around the edges of the mouth with red or pink to make her lips covered in lipstick. Eye brows can be added above the eyes touching the bangs or be hidden beneath her bangs, the choice is yours.
4. Now it is time to add one vertical straight line beneath Daphne's chin to show her neck.
5. Her hair is then completed by returning to her bangs and from the left side first making an arch about halfway to the right and then repeating said action going back to the left to close up her hairband, after that go from the top left side of the hairband and make the same arch shape extending out from behind it but this time do not stop until you are just past the bangs by having formed a vertical split from which you will draw a slanted line that will curve slightly where her shoulders would be and point out at the tip, from that point draw the line back to where the right side of the neck would be and then have the line curve out a bit to give the impression of being partially over her shoulders and covering that part of her neck, connect this part of her hair to her bangs with a slanted line that would cover where her ears would be. On the other side of her neck draw a smaller version of the base of her hair but this time do not put it over where her shoulder would be.
Outfit
1. from the neck you should make a block-y or v shape (depending on whether you want a plain or robe top, y for robe, v for plain and then start your curved lines for the shoulder and arms which when finished the arms should look like sideways v's.
2. Use an hourglass shape to form the torso with a jagged small bell shape for the skirt, and cuff links and skirt stripes
3. Hands are curved lines that dip slightly before forming sharper and thinner curves for the fingers.
4. This is optional to add, two lines over her shoulder and extending into the space with two lines coming from behind the shoulder and being connected by a set of rounded rectangles one going vertical and one going back to the back strap with a triangular section that has a circle slightly above the triangular point to form her purse. Now you can color this half-body pic.
