He was in the civil war, but Shaggy was driving an 80s Suzuki Samurai truck so he had to have been pretty old unless he made/left the will before Shaggy was born.

Shaggy's family tree is harder to piece together, and of course Shaggy himself hasn't aged much in his existence. He refers to him as his Uncle, but if he was in the civil war that seems far too much time for him to have been his mother's brother. However in real life Great-Uncle or Great-Great-Uncle relationships aren't always used in terminology. I say this because Scooby's maternal great-grandfather was depicted as being a ghost from the civil war earlier in the decade.
So while there's nothing more to this than fan conjecture but I'd assume he's probably an older relation that just "uncle". "Great-Uncle" or "Great-Great-Uncle" most likely.
