I saw from somewhere that the first season would've ended up featuring (and presumably capturing) all 13 of the ghosts anyway, and that there were only 2 episodes left before cancellation.
Honestly not sure where they would've gone with the plot after they had wrapped the initial story all up.

I've wondered that too...my guess is maybe it was only supposed to be 1 season but they just didn't air the last 1-2 episodes (the number depends on whether you believe the Ghost Captain from episode 6 was one of the demons).

From what leaked from the grapevine, they more than likely were aiming for one full season and a second partial. This happened a bunch in the 80s, where a second season order was often shorter. It probably would have only needed 2 more ghost eps, and maybe added another (like a fan ghoul trying to help the big demons out one last time), and then a finale.
Wikipedia had the list of supposed cut episodes, but we not seen any confirmation from that on any grapevine stuff i've read on the internet besides that page.
However regardless of what the truth was, it was all for not as the channel just decided to run on re-runs for a while, instead of ordering new episodes when they already had a heap of ones to re-run.

Also a 15-episode season seems to be an odd number for the studio chronologically, IIRC only one that i recall had that many "new" ones in one season with a two part repackaging, but that was in the previous decade was probably ordered as 17 episodes.
I suppose the bigger query is if they had any plans set or made for the other ghosts or a finale, or if when they found out the network wasn't ordering a second season, that never really got thought of. Because as we all know when it came time to sell a new scooby cartoon again they went with A Pup Named Scooby Doo.

13 Ghosts really deserved another season, or at the very least, a proper conclusion to the storyline. It has a very abrupt and awkward end with the "final" episode. I enjoyed it, but it didn't feel right as a series finale. With even just three more episodes (a typical HB season?), it probably would've ended better.

Perhaps they could have accidentally unleashed another demon chest with 13 new, different demons? Oh well, maybe if we can peek into different "what-if" dimensions one day, we'll have our answer, lol

The only other possibility is if anything leaks out from the people that worked there at the time. Which sadly as the years tick away takes it's tolls on who's still alive and who remembers.
Another possibility to consider is shows like this may have had pools of ideas for new weekly monsters and/or antagonists. So while there may not have been full episode plans, there may very well have been potential ideas that they would have picked from. It's also an interesting thing to look at how some shows work very hard to make sure the bad guys are one's you see in the show and others are just generic and some inbetween. I bet if we actually had a source these would line up based on when they storyboarded the opening sequence.
Take 13 Ghosts for example. Bogel and Weerd are the recurring side kick baddies so they have a decent segment in the opening. Maldor and Zomba both get a decent showing, yet by the end we get a very good closeup of a ghost we've never see and some more generic ones. Perhaps some of those were potential other ghosts for later in the series?

I do wish this show had 2 or 3 seasons with 26 episodes each. They could of spreaded the 13 ghost out instead of rushing through them during a whole season like they did with the treasure pieces in Mystery Incorporated. The main problem is Scooby, Shaggy, Daphne and Scrappy didn't have has many seasons together as the original gang does.

For trivia's sake. Several years later when another Hanna Barbera showed aimed at recapturing 13 things, it didn't get to the end either. But i feel like the second season would more than likely have been a short order to wrap things up and move on to the next incarnation. Which may have been APNSD anyway instead of the time between the two just being repackages.

Hannah Barbera should of continued on with Scooby, Shaggy, Daphne and Scrappy for the next incarnation instead of doing APNSD which was just a awful parody. They could of developed them more.
