Plot: This could have been one of my absolute favorites, but Scooby Dum kind of ruined it for me. Don't get me wrong, I love Dum, and he was funny in this episode, but this one could have been Zombie Island level of dark. Anyway, cool mystery with awesome vampire lore. I liked the mystery bell, which turned Lisa into a vampire. It was a great idea. 8/10
Set Up: The great dark setting (a scary, mysterious island and a hotel full of bats and coffins) helped build an erie atmosphere, which added to the creepiness of the vampire. Good job! 9/10
Villain: This vampire is easily the scariest monster in the series and one of the scariest in the whole franchise. I liked the lore too; it made the villain more complex and mysterious (and sinister). 10/10
Final Score: 9/10

I had never thought about it before, but it's possible Scooby-Dum being in the episode could have been an intentional decision on HB's part to balance out the fear-factor of the episode. I could definitely see a network executive thinking this way, out of fear of parental backlash for how scary the episode is.

My thoughts were exactly the same while I was watching the episode last night. It was a clever choice, probably, but being grown up, I kinda wish they didn't do it.

I agree that Scooby-Dum does dilute some of the pitch black atmosphere bit he doesn't detract from the quality of this episode at all, thankfully.
