Apologies for the bump, but I remember playing these on the old US website around the time the first live action film came out. Lunchables also had trading cards for this at the time.
In order of Easiest to Hardest it's Scooby Velma Fred & Daphne Shaggy. Or at least Shaggy's level always gave me trouble....kept crashing into the shore until I finally got it once.

No need to apologize, was actually a nice blast from the past to read this. I'd say Easiest to Hardest for me is Scooby Fred & Daphne Shaggy Velma I kept crashing into the shore too with Shaggy's level. Velma's I could honestly never beat, still haven't to this day. I have no idea if I even got close to the end. Fred and Daphne's level was always pretty easy to beat for me.

The trick to Fred and Daphne was when Daphne forgets to pay her electricity bill. Try bumping into a dragon in the dark.
