I don't know if we're allowed reviving threads, but I really wanted to reply to this. I honestly think Velma was asking for it. I mean she was bossy and essentially made him chose between her and his best friend. Granted both her and scooby were acting like jerks you can't force someone to like you.

Maybe, but Shaggy here was deceitful, repeatedly promising to 'talk to Scooby' but never doing so. So tensions increased until breaking point and he was forced to choose. Each was to blame but I would say that Shaggy has to take responsibility as he failed to do what he said he would do. The real villains are the writers who forced this low-rent soap-opera style plot-line on the characters. As it was put by Brensey on DA There is part two to this but isn't probably suitable here because of what Scooby is saying to Fred and Daphne.
