I'm having trouble coming up with a reason why and how somebody would pretend to be a genie. What crimes could that person be covering up? How would they go about making themselves seem like a real genie?

genies are very powerful magical beings, so its not easy to fake being one. you might have something like the wizard of OZ, using projections and illusions to give the appearance of being a great wizard. same basic principle.

Well, if someone was clever enough they could make a lot of money pretending to be an actual genie who could grant actual wishes for people. Or maybe they could pretend to be an angry genie gone rogue, fed up with granting people wishes. Bottom line, Scooby monsters usually are just trying to A) Get revenge B) Get rich Just customize that around a middle eastern setting.

well in where are you! the phantom use tricks and illusion to keep people away from the island while he searched for treasure. Money , in some form , is an easy answer.

One motive I have in mind is that they would arrange for wishes to appear to come true for they archaeologist who discovers the lamp so they could frame him for a bank heist. After all the police would never believe he got the money by wishing for it.

Another possibility I thought of is that the culprit is a mostly harmless escaped mental patient who believes himself to be a genie.

Well the answer is they are trying to influence someone who would find a gene credible. The gene is the means to the end, not the end in itself.

Maybe I can just reveal that there's a real friendly genie who only grants wishes for good people and the fake is trying to gain access to that genie's lamp (not because of the genie but because an ancient lamp like that would be worth a fortune).

What could make Shaggy and Scooby have the kind of falling out that would make them go 10 years without talking to each other? I'm using that to explain how Scooby can still be alive without the next gen kids knowing it.

Maybe there was some reason Shaggy couldn't know Scooby was alive, maybe Scooby lost his memory or Shaggy's life would be in danger if he knew that Scooby was alive.
