Scooby dum just always reminded me of Goofy. They're both big slow witted dogs with a goofy laugh and a southern accent.

Believe it or not I remember reading an article when I was a kid on this! There was an interview with writers from the New Scooby Doo Show (circa 1976-77) who mentioned how they were brainstorming ideas for new episodes and what might work. One writer came up with an idea the other didn't like and said, "That's sounds dumb! Hey! Scooby Dum!! Let's give that one some thought!!" and the character was born. TPTB wanted to freshen up the show and decided to give Scooby relatives likes Dum and Scooby Dee (of course I always wondered why she could speak so clearly while the other Scoobies didn't!).
Come to think of it, Goofy may have provided some inspiration in the character's voice and tics.

He's a dumb dog version of Sherlock Holmes - I think that's pretty much it tbh.

Scooby-Dum is most likely based off of Mortimer Snerd, one of the dummies of ventriloquist Edgar Bergan. They even have similar faces.
