The Scooby Doo Show is arguably so much stronger than Where are You in several key areas. In my opinion, though, Where are You prevails due to a few reasons: nostalgia (this one is obviously different for different people), the overall atmosphere, but most importantly, consistency. There are a few weaker episodes in Where are You, but it might be one of the only series without any flat out duds (Mystery Incorporated and A Pup also don’t have any flat out bad episodes off of the top of my head, in my opinion) but quite a few in season 3 are just so disappointing compared to the majority of season 1.
Also, the concepts that I feel TSDS nailed are usually only found in the very best of the show. High Rise Hair Raiser, the series premiere, is ranked higher on my list than any Where are You episode, and is my favorite episode of all time because it has almost everything that I would argue TSDS does the best: Creative and clever plot, a top tier setting that hasn’t been used before, and a pretty spooky and unique looking villain. However, The Beast is Awake in Bottomless Lake, the series finale, isn’t close to being the worst of the series, but is my prime example of just reusing previous ideas and not having that same creativity or magic the best of the series have
Season 3, while a solid enough season of classic Scooby, just kinda takes away from the overall quality of whichever series you count it as because it just doesn’t contain nearly the amount of what makes either series great. Because I include it with TSDS, it just kinda waters down the overall quality of the show despite it mostly being very enjoyable bc it’s classic Scooby and even including a few great episodes
And I'm the kind of person who prefers a lighter atmosphere, because then it makes the "horror" more striking and shocking when it happens. That's why I love WNSD's bright color palette and vast number of crimes perpetrated in broad daylight. It's fun.
