Well they would first have to commit a crime that carried the death penalty in whatever state they committed the crime in so aside from Zombie island (murder) I'm not sure if any of them would.

only murder is a capital punishment, and virtually none of the crimes the villans commit rise to that level

I'd guess C.L Magnus would though. After all what did he do with the real burgermeister of Transylvania, PA?

Anyone think it's possible that Sylvester Sneekly became Penelope Pitstop's guardian by first murdering her parents?

I think most of the villains shouldn't get the death penalty. Most of these crooks decided to dress up as ghost or some other supernatural being to scare people away instead of having to harm them or kidnapped them. These crooks weren't trying to kill anyone.

Hopefully none, as they should all be left to rot behind bars. No fan of the death penalty

Hopefully none, as they should all be left to rot behind bars. No fan of the death penalty I'm not a fan of it either. My problem with it isn't that it's inhumane. Most of the people who get executed were convicted of doing some unspeakably evil things after all. My problem is that it's far too easy to execute the wrong person. I still suspect that Sylvester Sneekly murdered Penelope Pitstop's parents before he became her guardian. If he's willing to kill her, he most likely killed her parents first. Depending on which state this happened in, it may leave him eligible to be sentenced to death.

Professor Pericles, probably one of the franchises' worst villains as far as the extend he was willing to take crime, had Cassidy Williams killed in Mystery Incorporated. But he was an animal so the worst he'd get would be ...euthanasia? Which doesn't carry the same connotations as human capital punishment. Not to mention, there was an in-series reboot that removed everything that happened.

Honestly, the worst criminal, who would 100% get the death penalty, always seemed to be some supernatural being and was defeated at the end, For Ex. Werecats, and Ben Ravencroft.

I completely agree with this. I’m not sure any Scooby villains qualify besides ones already defeated. (Luna, simone, the ravencrofts)
