The movie is currently now up for preorder on iTunes as of today, and iTunes has also revealed the full cast of wrestlers (Hulk Hogan isn't on the list): Michael Cole Diego El Torito Fernando Goldust Kofi Kingston Lana Stephanie McMahon The Miz Paige Dusty Rhodes Rusev Sheamus Stardust Triple H The Undertaker Mr. McMahon iTunes also lists Kate Micucci as the voice of Velma for this movie, even though Mindy tweeted last summer that she would continue to be involved with all DTV projects (hopefully that doesn't mean Mindy has been permanently replaced). iTunes still doesn't show a release date, but hopefully we get one soon. itunes.apple.com/us/movie/scooby-doo!-wwe-curse-speed/id1109621339

That is an interesting list, although like a lot of wrestling tie-in media it looks hilariously out of date. As Diego and Fernando just dropped that gimmick to return to their old one, their mascot El Torito and Stardust both recently left WWE. And this was clearly recorded much earlier like we know as Mr. Dusty Rhodes passed away last year.
But for those of us who have no idea who any of these are, let me do a quick friendly summary.
You've already seen Mr. McMahon (the boss) and Triple H (the boss's son-in-law) and The Miz (reality tv star turned wrestler) in the first one.
Undertaker was in the Flintstones movie, he is a wrestler who started off as a western undertaker in the early 90s and has gone through many changes but is now supernatural undead guy. Kane from the first movie is his story-line brother.
Stephanie McMahon is Mr. McMahon's daughter and Triple H's wife. She usually plays a Daddy's little Girl authority figure currently.
Dusty Rhodes was a larger every-man kind of character who loved to talk and be funny. Often called "the son of a plumber. Goldust is his real life son, who's gimmick is that he wears gold facepaint and a gold outfit and is a weirdo. Stardust was the gimmick of Dusty Rhodes' other son Cody Rhodes. In a storyline Cody felt he wasn't good enough to team with his brother anymore and returned painted up like his brother as Stardust. (Stardust recently left the company to return to the independent scene back as Cody Rhodes)
Sheamus is an Irishman brawler wrestler. He has also dabbled into live action acting. He is the guy playing Rocksteady in the TMNT movie. Rusev is a brutish wrestler from Bulgaria. Lana is his manager called The Ravishing Russian. The two are real life engaged/married and typically play evil foreigner characters as does Sheamus.
Paige is a british wrestling prodigy. Her gimmick being she is a rough goth. Kofi Kingston is a wrestler that used to have a Jamaican gimmick that he dropped and is now a part of a stable that doesn't seem to be represented here. But he's a highflyer be happy kind of guy. Lastly Diego and Fernardo in those gimmicks were a pair of bullfighters. Their mascot/manager El Torito was a LP wrestler who dressed up in a bull costume. (As I said in the opening they dropped these gimmicks recently with El Torito completely leaving the company)
And that's the rough bit of everything you'd probably need to know.

The trailer got me plenty excited. Also given the quick Jonny Quest reference in Rock and Roll Mystery, i bet they will probably make a Wacky Races joke in here somewhere.

Well that was different. Was the first one really so much more successful than other DTVs it had to get a sequel?
It is nice to see all the gang split up in the car together, it's rare Fred and the girls get to taste the action unless it's forced.

So we have what 17 people there, each will need to have their own minute or so of air time to justify their existence in the movie so that's about 20-30% of the film just taken up with WWE talking heads. Great a bunch of people who I know nothing about involved in an activity I have no interest in getting in the way of the gang doing their stuff. Yeah, gonna be a riot, I might not get this one.

Well I think some of them will be grouped up for all the race part of the movie. Such as Los Matadores (Diego, Fernando, Torito), Gold and Stardust, Rusev and Lana, etc. So most of them will probably only appear in scenes together to pad out the racing format. Which is rather normal as per Wacky Races, Fender Bender and Reluctant Werewolf, there are a lot of cars but not everyone always got the most important solo moments.

If that's the case you wonder why they'd bother to make it a WWE special why not have the cast voice monsters so we could have a cool race?

If it hasn't been mentioned before anywhere on this site, this actually isn't the first time the WWE has tried this. They made a game with wrestlers in car fights years and years ago. I wouldn't be surprised if Vince McMahon wanted the chance to do something like it again.
As far as why WB is going along with it? I think it works once again as a callback to say Reluctant Werewolf and also could be their testing ground for new Wacky Races material. A way to get the writers and animators to do a race, with two popular brands to help carry it while they get experience. Which is just another example of how a lot of these dtvs have been. While on the offshoot they may seem strange if you think back most of them actually do have precedent of having done similar things before.
