They do have several other popular franchises: The Flintstones The Jetsons (which will be coming back into the public eye with their WWE movie next year). Wacky Races (which is having a reboot soon on Cartoon Network). Jonny Quest Top Cat Hong Kong Phooey You could probably also put Space Ghost as well. They don't showcase these brands nearly enough though. When was the last time any of these got a new show? While WB and Turner are both apart of Time Warner they remain autonomous in the decisions they make. All dvd decisions and Dtv decisions are made by WB, which is very high on Hanna Barbera. All streaming decisions and what goes on tv are made by Turner, who doesn't want as much association with Hanna Barbera anymore. (beyond the basic, if CN had no Scooby or Tom and Jerry at all, it be a really bad decision) The people at Warner Archive have said multiple times they have long wanted many of the HB shows on their streaming outlet but The people at Tuner/CN don't want to cut the red tape. And similarly it was recently revealed the creators of the Swat Kats, nearly had a deal worked out with WB to help them produce a new series. However while they and WB thought it was a good idea, the people at Turner/CN/Boom weren't interested, so now the creators are trying to do it independently. Turner People and WB People clash all the time, this is one brand that often is stuck in the middle. Unless Time Warner falls apart, things like this will keep happening.

As far as Tom and Jerry goes, this is where legally it gets complicated. The Hanna Barbera library and what is marketed as Hanna Barbera are not the same thing. Tom and Jerry are legally on the MGM side of things, which if you look on the back of any of their dvds are linked to the Turner Entertainment library. (And to really confuse you, this Turner Entertainment library is not actually owned by Turner the company, they just kept the name) While Hanna Barbera and Ruby Spears shows are legally together under the Hanna Barbera library. For legal proceedings they are separate. But as for marketing Tom and Jerry dvd releases have fit into the pattern of Hanna Barbera releases for the last several years. Spy Quest seems to have been the welcoming home of this.
Let us not forget before we ever even heard S.C.O.O.B. was going to be in a "universe" the other movies we had heard of in production were for The Flintstones, The Jetsons and Tom and Jerry. I saw at least two reports linking them all to this universe, one I know had been posted on this forum containing a tweet.
While they can still change their minds, I'm leaning that it seems likely Tom and Jerry are in, and maybe other MGM characters will be eligible. As if they don't want Tom and Jerry involved, I doubt they'd be making a movie of them while a universe of their sibling cartoons is being made. Tom and Jerry's popularity isn't going away any time soon, they could sit on it if they wanted them solo.
Edit: it did come to my attention, that while they have multiple animated versions on going, I think if Warner Brothers is planning on releasing an animated movie featuring HB/RS/MGM characters and it is not intended to be a part of this "universe", I would honestly expect it to have a vastly different art style. I would assume the live action rumors are a more logical guess of what else they may have in plan.

I would LOVE to see a revival of the Swat Kats, I loved that show, and it was canceled before the Kats could defeat their enemies once and for all.

The creators have the rights and held a kickstarter last year - They are currently working on it and pitching to various networks. Warner have already turned them down though, so don't expect to see it on Cartoon Network.

Swat Kats as a concept was never retained by Hanna Barbera. It was always in the hands of the Tremblys to do with as they want. Hanna Barbera under Turner and now Warner Brothers only owns the show itself. WB didn't have to deal with the Tremblys to make the dvd and the Tremblys don't have to work with WB on a new show if they don't want to.
And the way I phrased it came directly from that exact pages update: "Hi Fans,
As per our last update, we mentioned that we had a Major Hollywood Studios ( we can say now: Warner Bros.) that had interest in bringing back Swat-Kats on Boomerang Chanel / Cartoon Network, It took a while to get answers, but unfortunately Warner Animation was unable to convince the parent network to commit for a new series, and thus passed on the project.
It is a major disappointment, but not a defeat. We are working with investors now about doing episodes independently that will available online for streaming. We are also talking to VOD. We are looking at all the possibilities. According to that statement, WB completely wanted to do it. It was the people at CN/Boom who didn't. The Tremblys clearly want a series, whether or not they are open to working with them on something besides a series however remains to be seen.
And it also opens up another possibility. There are many things Hanna Barbera made they don't actually own the characters too, but are still quite popular to Hanna Barbera fans. Before this I had thought it was unlikely WB would even bother talking to any of the parties because they own so many things to work with already. Even if this project didn't happen, it is certainly a positive side Warner Brothers clearly had the interest to talk about it.

and maybe a couple of others I've forgotten, all these being rebooted by DC Comics, all increasing the awareness of these characters, getting them in the public eye. Now it may be coincidence but it also increases brand awareness and gets some of these public eye, so they could be laying the groud-work for S.C.O.O.B
