It's not really developed that much, it's hinted in one episode Daphne has a crush on Fred but he has no interest in her. There's no other romance though.
I think they tried harder to develop everyone's relationships besides Fred's. I don't remember Fred having a relationship with anyone besides the Mystery Machine. Daphne thankfully has developed relationships with everyone and I believe all other relationships besides Velma/Scooby are expanded on.
If your looking for relationships in shows you won't find much outside Shaggy/Scoob or Scrappy/Scoob. The only series to fully develop character's relationships are Be Cool, M.I. and I believe the Scooby and Scrappy show had a slightly developed Daph/Scrappy relationship. Of course there's instances in all the series that hint at deep relationships, like Daphne's and Scooby's relationship has been briefly touched upon in the original. Most original episodes contradict each other relationship, like in some episodes of the original Fred and Velma would be aggravated at Daph but in one or two they would treat her as a smart girl.

Like Soupperson said, it's nowhere near as forced as it is in the most recent DTV movies. There are little hints that they may like each other on occasion but there's no relationship stuff in What's New.

Thanks for the opinions. I mean i seem to like a lot of the DTV's from around the period of that time when What's New Scooby Doo was airing. So there does not have to be a lot of Fred and Daphne stuff for me to enjoy it. If the show is anything like the DTV's from that period ill enjoy it.
