What makes the "meddling kids" line a What's New reference? That line has been going since the original series. Only a handful of original episodes used the "meddling kids" line. In fact, many villains said nothing as they were taken away. I think it was starting with "A Pup Named Scooby-Doo" where they made it so villains would always say it (though on that show, they used the term "pesky kids.") And "What's New" was probably the first series where just about every episode has the villain call the gang MEDDLING kids, and they frequently would parody it. Nowadays, that's a trait that is more common on the newer Scooby-Doo shows and movies than anything made in the 70s and 80s. Interesting.

Meddling Kids first became common on Scooby-Doo show. It's just pup made the standard version of "You Meddling/Pesky Kids and that (some adjectives describing scooby usually mangy mutt/puppy)!" Variation. Although WNSD did spoof it off the bat with "Interloping adolescents" before velma corrects him with "That's meddling kids"

It was "Scooby's Night with a Frozen Fright," when Professor Wayne says "And it would've been mine if it weren't for these meddling kids." Thought the first time someone said "And I would've gotten away with it too" was Big Bob Oakley in "A Gaggle of Galloping Ghosts" (followed by "if it wasn't for you blasted kids and that dog!") Only a handful of classic Scooby-Doo villains used that or some other variation. Then "A Pup Named Scooby-Doo" made it a regular part of its' show, albeit as "pesky kids." And then "What's New Scooby-Doo" pretty much used and abused it in every episode, often having to parody it in some way (such as the "interloping adolescents," or "But you kids wouldn't stop meddling!," or having twin villains say in unison "And it would've worked if it weren't for you meddling kids!" etc.) Even "Scooby-Doo: Mystery Incorporated" had to parody it in nearly every episode, typically as "...if it weren't for you meddling [insert noun here]!" And it's almost always parodied or played straight now in the direct-to-video movies and specials, to the point where the people at Warner Bros. Animation must have only seen a few classic H-B episodes of the franchise...
