Apparently, he didn't know the saying either.
We were watching a film today in class by Michael Moore, called "Fahrenheit 9/11", focusing on the events after the terrorist attack on September 11, 2001. And this part of Bush's interview came up near the end, and it totally brought Shaggy to mind.
Maybe some people immediately got the reference Shaggy made, but I hadn't... so I thought it would be fun to share it.
I think that's the second George Bush reference we get in Scooby-Doo, after this brief cameo in the Get a Clue episode "Scooby Dudes".
