Now we know that animation is time and resource intensive so it isn't surprising when shows like Scooby Doo or Bugs BUnny reuse backgrounds or loops of animation. But is seems that even Disney wasn't past doing some reuse from time to time and reused animation.

There seems to be a bug where the post will not show a second video link even if it is in a new post, see the link to Digital Spy above for the second video. Having a quick 'inspect element' I can't see the second video making it into the posted message.

Yep. My great, great grandfather took pictures of deer in action for Bambi. The animators studied those and mimicked them. My guess is that the repeated Disney scenes were ones hard to get right so they went off of the same original study pictures for multiple scenes.

Heh, I did a YouTube Poop of Disney's "Robin Hood" that makes fun of/references said reused animation. I also made it resemble a 70s Hanna-Barbera cartoon because of that, so there are quite a few Scooby-Doo references! (Warning: Not safe for work!)

Luckily they don't do it anymore.
Also, why is it suddenly in the news? I have heard about this for years.

Eye movements, flashbacks, walk cycles, ocean waves, backgrounds when they're in the mystery machine... I think even modern episodes use recycled animation to be efficient.

I had noticed a lot of recycled animation in vintage Scooby episodes, but never Disney! Wow!!

Yep, noticed that too, with Disney classics. They just use the old animation and resketch above it to reform it into something new.
