It's 15, they don't have the rights to the voices of guest stars in the other episodes.

While I don't want to be a broken record, but we don't know in any official capacity how many are the hold up. Whether it was all of them back then or they just kept so many to be able to have enough for a volume 2 later on.
I would assume for example if there were problems with The Addams Family and Josie and the Pussycats back the those are clearly resolved now due to the fact Warner Brothers sells their other shows on dvd. They would have cleared the New Scooby Movies along with them.
That being said the only real rumor I've heard on that matter being that the Jerry Reed estate is very strict and at a high cost. So I would think those people spreading that are under the assumption that episode may be a/the hold out.

It's also worth noting it has a "1" on the spine of it. At that point in time with the exception of Wacky Races, all those sets that had no intention of a second volume didn't have a number on them.

They REALLY need to release the missing episodes! All of my favorites are the episodes that haven't been released! The Cass Elliot episode is really the only one I love from the current set. It's such a shame they haven't released them yet...I need these all in HD!

Once Marlon Brando died, Warner re-released Superman II with the all of his scenes restored. I doubt this was a coincidence. I don't know if anything had to be paid to his estate? Maybe they didn't care as much as Brando himself? I know that Superman is probably more worth Warner's time and money than doing anything for Scooby-Doo (especially a few "measly" episodes that would only get a small portion of buyers compared to a "new" DVD of Superman would get), but it's just something to think about. Economics are interesting, aren't they?
