My favorite villains are the creeper and phantom shadow. Dont really care for them much as far as what they did, but they are just so iconic. Almost anyone can see them and will recognize them as scooby characters.

I don't have a favorite villain. There are way too many in the series. I do have one that I think has the catchiest name though, THE MINER 49ER!

My favorite from the original series is probably Mr. Wickles as The Black Knight (What a Night for a Knight). First episode, first villain = iconic. As for other classic villains I always really enjoyed The Creeper (Jeepers, it's the Creeper), Mr. Pietro (Backstage Rage), Bluestone the Great (Hassle in the Castle), the Gypsy Fortune Teller (Gaggle of Galloping Ghosts) and Jefferson Stillwall/The Headless Specter (Haunted House Hang-Up).
Not so classic, I really enjoyed Jacques, Lena and Simone from Scooby-Doo on Zombie Island and Sarah Ravencroft from Scooby-Doo and the Witch's Ghost.
Honorable mentions: Phantom Virus (Scooby-Doo and the Cyber Chase) and Max, Laura and Steve from (Scooby-Doo and the Alien Invaders)
[Spoilers] Reasons for them being honorable mentions, I like the Phantom Virus and the idea behind him, didn't like Bill, the reason behind the Phantom Virus and his motivations as much; thought they were pretty weak. Max, Laura and Steve were classic-Scooby, in my opinion, from their motivations to what they did to keep everyone away from their gold mining. The reason they didn't make my list is because they really got overshadowed by Crystal and Amber, the real aliens.

To add to my list I also enjoyed Ben and Sarah Ravencroft from Scooby-Doo and the Witch's Ghost and Lena from Scooby-Doo on Zombie Island. The reason only Lena is my favorite villains from that movie is I just feel as if she had more of a personality than Jacques and Simone, she seemed more upbeat and fun, well that is until we found out she was one of the villains.

Hmmm, for me.
Ben Ravencroft and Sarah Ravencroft's Witch's Ghost form were great, Sarah for being supremely menacing and Ben's for being so conniving. Much for Simone in Zombie Island. Talk about swerve!
Classic.... Harry the Hypnotist from Ghost Clown was awesome. Steward Wetherby/Elias Kingston Ghost from What The Hex is Going On?

Probably the Ghost of Witch McCoy, I don't know why. Thinking it through, we haven't had to many memorable villains. I guess it's hard to make a 20 minute villain connect with audiences. If they ever do the linear plot again, recurring villains should be considered.
