He was the one who looked up to the Blue Falcon the most and believed in him knowing he wasn't the one who did any thing wrong. Yet he wasn't at the end when Blue Falcon took out the bad guy, I hate when Shaggy gets the short end of the stick Does any one else think this?

I agree with this. I also stick to my instincts that if a movie coming up is called GOAL! then it's going to be a Shaggyfest as he's The World's Greatest Athlete in the Scoobyverse.

There is a fundamental difference between knowledge and belief, Shaggy's a priori belief in Garrison's innocence blinded him to the possibility that Garrison was Hyde and therefore jeopardised the gang's investigation. They needed to question him, even if simply to eliminate him as a suspect but Shaggy wouldn't let them, even though he had no evidence to support his theory that Garrison was innocent. Velma's "South of the border and deep in the heart of guilty town" remark at Garrison's behaviour was based on Garrison's behaviour (though we can see it as an obvious red-herring). I will agree that Shaggy should have got to do the unmasking at the end.

And lest we forget Shag's impressive gymnastic performance in the all-time original, "What a Night for a Knight". Velma's "South of the border and deep in the heart of guilty town" From a comedic standpoint, that was by far the best line of the movie.
