Well it wasn't Brad or Judy because they would of been there together and there was just one shadow. Maybe Hot Dog Water was trying to find the parts of the disk.

Hot Dog Water. If it were Brad and Judy, they'd already clean up and show themselves. At that moment, they probably hadn't met Professor Pericles so as to get involved in searching through Fred's things for the disc.
